A file containing documents relating to the constitution and functions of Military Training (Hardship) Committees and, later, Military Service (Hardship) Committees. Documents in the file include correspondence suggesting edits to a pamphlet setting out the constitution of the committees; correspondence on the copying and printing of the pamphlets; and multiple drafts of different versions of the pamphlet. Topics discussed in the pamphlet include the make-up of the committees; the circumstances that disqualify a member of a committee from sitting at a tribunal; the functions and aims of the committees; and the representation allowed to appellants during the tribunals. Other topics covered include the definition of "exceptional hardship" and the circumstances in which an application can be made; the different versions of the oath to be sworn at tribunals; and the fees and allowances granted to committee members.
