SECRET. BREAD RATIONING Memorandum by the Ministry of Food 1. Introduction This paper does not debate the case for and against bread rationing. Its purpose is to indicate the nutritional and statistical considerations underlying the proposal to ration bread, if and when the occasion calls for it, in a particular way: namely by a composite arrangement involving differentiated basic bread rations and access to additional supplies of bread through the Points Scheme. The scheme has been devised to meet conditions in which the food supply position has not deteriorated significantly from its present level.
