Platt 1. THE CHAIRMAN welcomed the members of the committee. He explained the new terms of reference, quoting from the Lord President's letter of the 3rd July, 1942. He pointed out that by these terms "the Committee were authorised to consider and report on questions of a scientific or technical nature remitted to it by the Lord President or by other Ministers requiring advice on matters of this nature, falling within the scope of their departments.
