As regards production, the Committee cannot do otherwise than anticipate a continuation of the recent decline in yields and production to the end of this year; moreover, they consider it probable that compared with the same months in recent years, there will be a considerable decline during the first two months of 1941. 7. The Committee have again considered the short period position during the winter 1940/41 and the longer period position. 8. For this winter the Committee suggest: (i) the utmost possible modification of the proposed rationing system in favour of dairy cows; for example, by special allowances for herds where the density of the cow stock is high (e.
