If therefore it is considered necessary to plan so far ahead on a war-time basis it is suggested that a general examination of food requirements in that year, in relation to potential supplies, should precede any consideration of home production policy. It will no doubt be recognised that if the alternative assumption that the war will be over by September, 1942 is made, an entirely new set of factors of vital importance would have to be taken into account in determining home production policy for 1941/42.
