(b) in addition, to provide so far as the supply situation admits, a wholesome and attractive variety of other foods and beverages, apart from luxuries; (c) to ensure that the dietary of (a) costs no more than can be afforded in labouring-class households using such subsidies, rationing and other aids as may be necessary; (d) to make special provision against extreme restriction of imports by accumulating reserves and by preparing in advance plans for utilisation of reserves (including livestock on hoof), for communal feeding and for any other appropriate procedure; (e) to make the most effective use of home production having regard to (a) and (c), and (d).
