Since Supplies and prices of particular foods will vary, it is undesirable to concentrate subsidies and other inducements on a limited and unchanging list of foods. The method we propose is that the Government should make available supplies of foods in such quantities and at such prices that a selection of them will at all times meet the minimum requirements of health at a low inclusive cost.
