(c) Of all types of livestock the cow is the most efficient converter of fodder crops and concentrates into human food while milk and milk products are readily available to the human being and particularly valuable on nutritional grounds. (d) While after the war large stocks of beef and beef cattle and sheep will probably be available in exporting countries, Europe is likely to be faced with a serious reduction in dairy herds. It is therefore important that the cow population of the United Kingdom should be fully maintained and that such increases as may be possible should be sought and encouraged.
