The Sub-Committee's definition of a basal diet was put forward primarily as the definition of an emergency supply which it is essential to make sure of in war-time. But it is something more than that. The research on which it is based was conducted in peace-time with the peace-time needs of the population in view. The combination of food elements which it offers is essential to health; yet the peace-time diet of a substantial fraction of the population fell short of it in one respect or another. It should be a permanent object of policy to remedy this deficiency.
