MINISTERIAL SUB-COMMITTEE ON FOOD POLICY FOOD PRODUCTION POLICY Memorandum by the Minister of Agriculture and Fisheries. 1. For some months past, I have had under consideration the extent to which it may be possible to increase home food production still further in the second and subsequent years of the war in the light of the experience gained during this winter. 2. I have had advice and information from many quarters in particular:(a) A small Committee which included Sir George Stapledon and other experts on grassland improvement and "ley farming" has reported on the possibility of the better utilisation of our grassland with special reference to second and third rate grassland.
