102 understand, it should give as much latitude to farmers as possible so that it can be applied to the different circumstances and systems of hundreds of thousands of farms, and it should be one which can be pursued without violent changes over a period of years. 3. The extent to which land can be ploughed up so as to increase production depends on (a) farmers having more money (in cash or credit) to finance the extra production; (b) an adequate incentive for the farmer to change his farming system and to increase production.
