35 It seems incredible that the consumption of sugar, if it has increased at all, should have increased by anything like 19%. It must therefore be assumed that the bulk, if not all of this apparent increase, is due to retail and/or individual hoarding. Nevertheless a reduction within one month of 16% in the measurable stocks on hand is serious. The increase of about 161% in the cold-storage stocks of imported meat (including beef, mutton and lamb, and pork and offals) is highly satisfactory. It is, however, doubtful if the consumption of meat has fallen by as much as the apparent figure of 30%.
