(M) (41) 82 t ###he cropping programme for 1941/42 agreed between the Agricultural Departments and the Ministry of Food and set out in F.P. (M) (41) 83 should be adopted. t as regards livestock policy - the practical objections to an enforced reduction of the numbers of cattle by a process of requisitioning and premature slaughter of sound animals should be recognised; the culling of diseased and unthrifty animals from the dairy and beef herds should be actively pursued; it is recognised however that the scope for this is limited in Scotland and Northern Ireland and that any necessary culling in those countries would in practice be confined to dairy herds.
