2. the uncertainty of the complete fulfilment no leading should be made against the Priority II Programme until complete fulfilment of the Priority I Programme is assured and that to achieve this the Ministry of Shipping should continue to agree loading programmes month by month with the Ministry of Food (b) That in view of of the Priority I Programme, (c) That the Ministry of Shipping should accept monthly loading programmes from the Ministry of Food which include additions sufficient to allow for sinkings and provide the arrivals programmed.
