agricultural workers, both because of the nature of their work and because of the difficulty of providing them with canteen facilities. My proposals have been discussed with the special Advisory Committee appointed by the Trade Union Congress and they agree with me that whil special provision of cheese must be made for miners and agricultural workers, any extension of the privilege to other classes of workers (with the exception of vegetarians) should be strongly resisted. 8. I therefore seek authority for the following (1) to institute a rationing scheme for cheese based on registration of customers; (2) to give priority rations, first, to miners and agricultural workers, and secondly, subject to satisfactory identificatio### to genuine vegetarians; (3) the amount of the ration to depend on the amount of supplies available from time to time, but in the first instance the normal ration to be 1oz.
