6. As regards production, too much must not be made of the present difficulties in the milk supply. 1940 was an exceedingly bad year for milk production. The severe winter of 1939/40 left the dairy stock in poor condition and the milk yields were further and very seriously depressed by the long drought which followed over most of England and Wales. The maintenance of milk supplies on the same ###evel as recent years could not have been achieved even under peace-time conditions and with a liberal use of purchased feeding-stuffs, which would have increased production costs.
