Memorandum by the Home Secretary. (F.P.(M)(41) 7.) The following were the chief points made in the discussion:- (1) Shipping Difficulties. There was a serious risk that phosphatic fertilisers required before March by the programme of increased food production would not arrive from the United States in sufficient quantities.
