7. Permitted output of whisky, 1941. Having regard to the present serious shipping position and to the drastic cuts which have had to be made in food imports, I have felt it necessary to consider whether any allocation of cereals for distilling should be made this year. In view, however, of the strong representations made to me by the President of the Board of Trade, I have agreed to do my best to permit the industry to make the same quantity of spirits as during 1940, in order to maintain stocks of maturing whisky for export.
