2. 5. In recent months the Ministry of Food has re-opened with the Export Licensing Department the question of subjecting all exports of foodstuffs to licensing control. I realise the difficulty in applying general principles. In certain cases, the actual quantity of raw materials in exported foodstuffs may be very small and yet the sterling value of the export may be high. In other cases, although the particular foodstuff exported may be in short supply in the U.K., the amount of the commodity exported may be so small in proportion to the total output as to make a negligible difference in the U.
