so far as possible, shipment should be reasonably spread; if, for example, the bulk were not to arrive until the end of January the works would not be able to handle and manufacture the material in time for application to the land. It is necessary, further, to emphasise that we have also now to plan for production in 1941/42 when it is to be anticipated the requirement will rise to about 200,000 tons P205. The shipping programme of 50,000 tons a month from February onwards should not, therefore, be interfered with; what is now asked for is not to be regarded as an ante-dating of post January requirements.
