REPORT BY THE MINISTRIES OF FOOD, TRANSPORT AND SHIPPING. 1. Causes of Recent Delays. Delays in the discharge of refrigerated vessels became serious in the early part of September and although they have occurred in some degree at all the principal ports on the west coast, the worst delays have been at Liverpool. The main reasons are as follows:- (a) The closing of the Port of London to ocean-going refrigerated vessels with the result that all such vessels had to be discharged at west coast ports, other ports on the east coast being unsuitable and Southampton being also closed to them.
