6. Consumption of cocoa at meals may be expected to increase as the weather gets colder, but tea is a better mental stimulant than cocoa, and it seems doubtful whether it would be wise to cut down the tea ration below 3/8 oz. a day which only gives 5/8 oz. a week more than the civilian ration.
