4. From this point of view the primary objective should be to maintain prices to consumers at a level which will bring the foods necessary for health and work within the reach of the whole population. Since supplies and prices of particular foods will vary, it is undesirable to concentrate subsidies and other inducements on a limited and unchanging list of foods. The method we propose is that the Government should make available supplies of foods in such quantities and at such prices that a selection of them will at all times meet the minimum requirements of health at a low inclusive cost.
