5. The fear of an unremunerative surplus is ever present in the minds of the growers and it has already been suggested by the Committee elsewhere* that the prices offered for the surplus should be the averages of the appropriate minimum prices for the season. If the price fixed were the opening minimum price, this would be inclined to encourage early marketing and would be unfair to those growers who could not market potatoes until later in the year, since their marketable crop would be reduced owing to wastage in clamp.
