7. Steps to this end could I suggest, most appropriately and satisfactorily be taken by the Ministry of Labour which through the department's welfare officers, should be able to assess the need and judge of the appropriate local action suitable to meet it. With this conclusion I gather that the Minister of Labour is not in entire agreement; he considers that my Department should provide and run the canteens in places where the need for them has been established to the satisfaction of his department.
