In this connection the reductions should take place in the following order, firstly, low ground flocks of commercial breeding ewes, secondly commercial cattle, thirdly pedigreed cattle and sheep, leaving dairy cattle and hill sheep to the last. From the point of view of human maintenance land under such crops as oats, wheat and potatoes is many times more productive than such land utilised for the grazing of either sheep or beef cattle. In many instances serious reductions in the numbers of stock may be avoided by improving existing grass lands or by utilising rough grazings to the fullest extent.
