(b) That a decision to establish a new centralised scheme for the supply of milk to mothers and pre-school children raised wider issues which should be considered in connection with the general question of the provision of cheap food for poor consumers. In the meantime the Interdepartmental Committee on Economic Policy had considered the general question of the provision of cheap food for poor consumers and on April 17th had made the following recommendation (E.P. 9th Meeting, Conclusion 3):- To invite the Ministry of Food in consultation with the Ministry of Labour and the Ministry of Agriculture to prepare a memorandum for the consideration of the Committee on the extent to which it would be possible by a re-arrangement of the present food subsidies to secure simultaneously the three following objectives:(i) the benefit of those whose family responsibilities were greatest in proportion to their means; (ii) the maximum possible effect on the cost of living index; (iii) assistance to the Ministries of Food and Agriculture in the disposal of those foods of which there were present or prospective surpluses.
