The Ministry of Food are of the opinion that, taking the major assumption of the Report dated the 22nd November, 1939, of the Port and Transit Organisation to the Minister of Transport on diversion of shipping, namely that the east coast ports would be completely closed while the west coast ports remained open, it is possible to make detailed plans for the movement of goods from the west coast ports to pre-arranged destinations. As part of the day-to- day machinery of the Movement Control Organisation of the Ministry of Food such plans are regularly prepared in advance for all ships containing foodstuffs, and every effort is made to ensure that these plans are sufficiently flexible to be applied to cargoes which may be diverted to other than the expected ports.
