THE FOOD PRODUCTION POLICY FOR 1940-41. Memorandum by the Minister of Agriculture for Northern Ireland. Introduction. 1939-40 Campaign. 1. At the outbreak of war the Ministry of Agriculture for Northern Ireland inaugurated the Tillage Campaign by placing a compulsory tillage order over the whole of Northern Ireland. The effect of the order was to make it mandatory upon every farmer to plough 10 per cent. of the land then under grass which was considered to be arable land. The order imposed the further condition that at least 20 per cent.
