Additional Labour Requirements Estimated last September that total additional labour required for ploughing-up campaign was 82,000 regular and casual workers. Of 606,000 workers in June, 1939 in England, five-sixths were regular. Since arable farming requires more seasonal labour, additional requirements may be put at 60,000 regular workers and 22,000 casual workers. The casual workers would he wanted for varying periods, but frequently for the greater part of the year.
