3. In April, it is my intention to hold regional Conferences of County Chairmen in order - (a) to discuss with them such preliminary conclusions as may have been reached (b) to ensure that they are fully informed as to future policy. Before, however, proceeding further, I feel that it is necessary to draw the attention of my colleagues to certain important facts which have already emerged, and to seek their guidance as to the assumptions on which we are to base our future plans. PRODUCTION PROGRAMME is to add THE AIM of our CURRENT 4.
