Without at this stage pinning my view to any particular figure I feel that in the case of meat a global reduction greater than the equivalent of 2 ozs. per head per diem should be looked for without loss of efficiency and without substitution save from surpluses of other commodities available at the time. In the case of sugar the comparison is not quite so unfavourable to the civilian - 12 ozs. compared with 21 ozs. - though in this case I should have expected that it might be less difficult to make a reduction in the Army ration than possibly in the case of meat or bacon.
