124 (i) That it is at present inexpedient on social and other grounds to reduce the supply of barley needed by the brewing industry, and that supplies of barley should be made available to that industry sufficient to enable it to maintain, during the brewing year ending 30th September, 1940, the same rate of output us during the year ended 30th September, 1939. The use of maize, however, for brewing should be prohibited. (ii) That in order to safeguard the seed position in 1940 steps should be taken to obtain a lien on some part of the stocks of home-grown barley, suitable for seed purposes, already purchased by brewers or msltstars.
