3. The War Cabinet's decision was based on a review of the supply position made in the middle of October. Since then three important changes have occurred which necessitate a reconsideration of the prospective supplies of meat. (a) The shortage of feeding-stuffs has developed at a greater rate than had then been anticipated with the result that producers have been slaughtering their stock in excess of normal, in anticipation of the difficulties of procuring feeding-stuffs to maintain their stock over the winter.
