62 ASSUMING FOREIGN IMPORTS. Column 4. Rationing 1-lb. Domestic 1/2-lb. Manufacturing from the 8th January. Would require to be combined with total purchases 400,000 tons foreign sugar to maintain reasonable working Stocks in the early months of the year, dropping to 240,000 3038 (below extreme minimum safety level) end June. Column 5. Rationing 3/4-lb. Domestic and 1/2-lb. Manufacturing would need to be combined with foreign purchases of 300,000 tons to maintain similar stocks. 3. In the above calculations no allowances have been included for any losses by enemy action, and no provision has been made for exports except to Eire and limited quantities to British Colonies.
