###HME FOOD DUCTION ###TCY. 30 1. THE SUB-COMMITTEE had before them a Memorandum (Paper No. F.P. (M) (39) 6) by the Official Sub- Committee on Food Policy on Home Food Production Policy. THE CHAIRMAN observed that two major issues emerged from the Memorandum. These were, first whether a programme of ploughing up 2,000,000 acres of grassland for the 1940 harvest should be adopted, and secondly, whether the aim should he to encourage general agricultural production on the increased arable acreage, leaving as much discretion as possible to farmers, as opposed to concentrating on the production of a particular crop, such as wheat.
