In his view there were two sides to the problem; first, the question of rationing on which decisions should be taken very quickly, if possible within the next few days. and secondly, the long-term programme of food production, which though of vital importance was not of such immediate urgency. He thought that the best plan would be to constitute an interdepartmental Committee composed of the Heads of the Departments concerned, which would sit regularly, possibly from day to day; and he understood that if this was agreed, Sir Horace Wilson would for the time being take the Chair.
