whose higher staffs are now accommodated in Whitehall, and must have sufficient large rooms to provide lecture halls and a cinema, and a margin for further expansion. It is also important that the students and the directing staff of the College shall have easy access to the extensive libraries held in the central Government departments. The ideal building for the College is Montagu House, which would require virtually no alteration. I understand that it has been proposed to use Montagu House for accommodating the Ministry of Food, but I urge most strongly that some other arrangement be made so that Montagu House may be allocated for the Imperial Defence College.
