While under war-time conditions such a wide dispersal of staffs is not without its advantages so for as the risk of damage by enemy action is concerned, it has involved serious administrative inconvenience and loss of time, particularly for senior officers who are frequently needed at St. James's Square. At the end of hostilities, my Ministry will have as one of its principal tasks the resettlement in civilian employment not only of a large proportion of the men and women now serving in the Forces, but also of some millions of industrial and other workers in war-time occupations.
