There are, of course, other departments of the Foreign Office, such as the Research Department and part of the Library, which are also out housed, but their work is not so closely related to that of the political departments of the Office as to necessitate their being brought together in the Downing Street block, although proximity to other departments of the Office would be a considerable convenience. Of all the departments mentioned in this category, the most urgent need for accommodation in the Downing Street block arises in regard to the Establishment and Finance Department and the Consular Department.
