where, in the event of air raid damage, the importance and continuity of the work might have to be safeguarded by a series of quick reallocations of space. These reallocations would, of course, be greatly facilitated if a larger area were kept free as a reserve. On the other hand, it seems a pity to hold space vacant where it is so much in demand, against a contingency which may never arise. On the whole it seems preferable to allocate as suggested but any space not immediately required should be held at the disposal of the Ministry of Works for temporary use.
