Daring the period of air raid attack when Government buildings were under constant threat of damage, the Ministry of Works formed a pool of reserve accommodation so that important Headquarters staffs could be rehoused immediately in the event of their buildings being damaged. This pool is being continuously drawn upon owing to the growth of Civil Service staffs; it is proving very difficult to replace the wastage particularly in the central area, and the point has now been reached when, with the exception of Norfolk House, there are no strong buildings immediately available in the vicinity of Whitehall capable of taking a staff of several hundred people.
