The staff of the Board can therefore be considered as carrying out the functions of a Government Department. The Petroleum Board are unwilling to surrender their accommodation. They point out that, in order to provide for the efficient distribution of oil in war-time, they installed a most complex teleprinter system in their basement and that the steel frame of the building and of the six floors above provide very strong protection against air raid damage.
