EMERGENCY LAWS (TRANSITIONAL PROVISIONS) BILL. Note by the Joint Secretaries.

The Bill has been drafted on the assumption that the Supplies and Services (Transitional Powers) Bill will be amended so that clause 1(1)(a) will read "to secure a sufficiency of those essential to the well being of the community or their equitable distribution or their availability at fair prices", and that after paragraph (a) the following paragraph will be added:- "(b) to facilitate the demobilisation and resettlement of persons and to secure the orderly disposal of war material". It will also be realised by the Departments concerned that it is proposed to take out of the First Schedule of the Supplies and Services (Transitional Powers) Bill and include in the new Bill Regulations contained in the Defence (Companies) Regulations, 1940, the Defence (Functions of Ministers) Regulations, 1941, and the Defence (Patents, Trade Marks etc.
