LEGISLATIVE AUTHORITY FOR CONTINUANCE OF EMERGENCY POWERS. Memorandum by the Joint Secretaries.

5 Sep 1945

seem on a broad view to be within the purposes of the Supplies and Services Bill. Similarly Regulation 47B, which relaxes certain requirements as to certificated engineers and so enables shipping resources to be more fully utilised, would seem to be within those purposes although the Ministry of War Transport consider it doubtful. Regulation 50A (which enables water to be taken) is required by the Ministry of Supply and the Ministry of Aircraft Production for the purposes of factories with which they are concerned, By the War Office for the purpose of service establishments, by the Ministry of War Transport (purpose unspecified) and by the Department of Health for Scotland for the purpose of the Brackla Airfield, Nairn.
