of the harbour authority. For example the ships of a particular shipping company may be still using a port, but if those ships are in the Government's service the Government will pay the harbour dues and so the company will not qualify for entry on the electoral register. An extreme case is Poole Harbour, which is mainly used for the purposes of military operations, and there, out of a pre-war electorate of fifty persons, only fi###e would qualify today. Another case is Newport, where there are not enough persons with the necessary qualifications to be elected members of the Harbour Commission.
