LEGISLATIVE AUTHORITY FOR CONTINUANCE OF EMERGENCY POWERS. 1. The Committee had before them a Memorandum by the Joint Secretaries (E.L.(45)16) on the steps which would be required to continue emergency powers likely to be required if the Emergency powers (Defence) Acts expired in February, 1946. THE CHAIRMAN suggested that the Committee should make a general review of the position, on the assumptions that Emergency Powers (Defence) Acts expired in February and that by that date the Supplies and services (Transitional Powers) Bill (amended as might be found necessary) was on the statute Book.
