APPENDIX SUPPLIES AND SERVICES (TRANSITIONAL POWERS) BILL Memorandum by the Chairman of the Emergency Legislation Committee 1. The Emergency Legislation Committee, in accordance with the instructions of the Reconstruction Committee, have prepared the attached draft showing the kind of Bill that might be introduced at the end of hostilities in Europe. The general form of the draft has been agreed with the interested Departments, but it has not been settled in detail. The object of the draft is to assist the Reconstruction Committee to decide whether a Bill dealing with the powers of economic control during the transition period should be introduced at the end of hostilities in Europe or should be postponed until a later stage.
