These proposals assume that, in the case of Regulations to be retained until one or other of the later stages, it will be possible, as a matter of law and politics, to retain them for the necessary period, either by continuing in force the Emergency Powers (Defence) Acts (with any necessary modifications) or by new legislation. The problem of how to do this forms the second part of our terms of reference and is the subject of a separate paper.
