We agree with the view expressed by the Treasury in paper E.L. (43) 12, that paper E.L. (43) 9 does not seem to go far enough. Indeed, we think that the Treasury proposals themselves, which contemplate the continuance of billeting for some months after Stage B, do not go far enough so far as the Admiralty is concerned.
